Impartiality and Independence
Care Inspections UK (CIUK) is accredited by the United Kingdom Accreditation Service (UKAS) to ISO/IEC 17020:2012 – the international standard for inspection bodies. A fundamental requirement of this standard is that inspection bodies must operate with impartiality, independence, and integrity at all times.
Impartiality is central to the credibility of our work. CIUK operates as an independent third-party inspection body, ensuring that all findings are based solely on objective evidence and are free from commercial, operational, or personal influence.
To maintain this, CIUK has established robust controls, including:
- Structural independence from the services we inspect
- Strict conflict of interest procedures are applied to all inspectors and assignments
- Separation of inspection and advisory functions, ensuring that inspection findings are not influenced by consultancy activity
- Evidence-based methodology, reducing reliance on subjective judgement
- Consistent application of standards and inspection criteria across all services
All inspectors are required to declare any potential conflicts and are assigned only where independence can be fully assured.
CIUK’s impartiality arrangements are not self-declared — they are subject to ongoing, independent assessment by UKAS, which rigorously evaluates our governance, processes, and inspection practices to ensure continued compliance with ISO 17020.
This framework ensures that CIUK inspections are:
- Objective and unbiased
- Consistent and repeatable
- Credible and defensible
