Development of CIUK

Care Inspections UK’s journey reflects a clear progression from developing an evidence-based methodology to leadership in international standards. From early digital inspection systems and the emergence of an independent inspection model, through to UKAS accreditation in 2016, CIUK has consistently advanced how care quality is assessed, evidenced, and improved.
Through leadership in BS 8606:2019, the development of CAREINSPECT®, and an improvement-led inspection model, CIUK continues to evolve its approach. We are constantly broadening our scope across all areas of adult care, and through our work on ISO25557:2026, are positioned at the forefront of improving care quality now and into the future.
CIUK (formerly Independent Care Inspections) was established to challenge the limitations of judgement-led inspection and replace it with a model grounded in evidence, standards, and analytical rigour.
Too often, inspection outcomes are shaped by individual interpretation, variability between inspectors, and narrative judgement, rather than verifiable data. This creates inconsistency, uncertainty, and weak foundations for improvement.
CIUK takes a fundamentally different approach.
Our methodology is evidence-led, structured, and academically informed, drawing on recognised standards, research into international provider-led best practice, cross-validation of findings, and systematic analysis. Conclusions are not inferred; they are demonstrated through traceable evidence aligned with regulations, best practices, and formal standards.
This provides:

The foundations of CIUK were established through the development of a structured digital inspection methodology, designed to move beyond opinion and towards consistent, evidence-based evaluation.
As the sector evolved, it became clear that effective inspection must be independent, systematic, and grounded in verifiable evidence, rather than narrative judgement. This led to the emergence of the independent inspection model that underpins CIUK today.
Establishing Credibility Through Accreditation
Achieving UKAS accreditation in 2016 was a defining milestone. It confirmed that CIUK’s methodology, processes, and competence had been subjected to rigorous independent assessment against internationally recognised requirements.
This established a framework of:

Accreditation created not only assurance, but a platform for continuous scrutiny and ongoing development.
Leading the Development of Standards
CIUK has not simply applied standards it has helped to shape them.
Through its leadership in developing BS 8606:2019, CIUK helped define national expectations for adult residential care. This ensured that our inspection methodology is aligned with formally recognised standards, rather than internally derived criteria.
More significantly, CIUK is providing leadership in the development of ISO25557:2026, the first international standard for care quality. This positions CIUK at the forefront of global standard-setting and inspection practice.

CIUK’s approach has been informed by research into provider-led inspection and accreditation models used internationally, including systems that place greater emphasis on evidence, accountability, and continuous improvement.

We are now working with UKAS to extend our accredited scope to include:
- Domiciliary care services
- Supported living services
This expansion reflects a commitment to providing independent, evidence-based inspection across the full continuum of adult care.
